Norgs pointed out the issues with using a fixed texture directory with a library that could be embedded :)
It has been changed to use a blizzard arrow texture and seems to be reliable in the latest builds. resolving ticket Verified in dev/Trunk- Arrows are inplace and function correctly.

The way the texture is mapped the arrow size depends on column width. The cell padding should keep the arrow and the text from overlapping.
Up is a single arrow. Down is a double arrow example.
Not sure if red/green are good ideas since its a common color blindness.
