Added a slider in the GUI that allows a user to choose how long beancounter will wait for the servers response to a Invoice query. from 1 second to 10 seconds. Default 5 seconds.
This delay is the MAXIMUM time beancounter will wait on each mail message, If the invoice comes before this we will process message quicker of course.

Verified in dev/Trunk- slider is in configuration page and seems to function as designed.
