The Mail frame stays unusable even though the beancounter scan has completed.
This was a bug introduced when we removed the run once code for "~~BCNT-23~~ With new system, doesn't rescan if mailbox is refreshed without closing". The frame would constantly be re hidden on every mail update.

Verified in dev/Trunk- mail UI seems to be functioning without difficulty.
