We should mimic other addons' support of the mouse wheel for sliders. MouseWheelUp should increment the slider by one, while MouseWheelDown should decrement it by one.

Verified in dev/Trunk- Mouse wheel functions as per notes.

I hope I'm not doing anything wrong by reopening this issue, but here mouse wheel UP *decreases* slider values, while mouse wheel DOWN *increases* them. Which is, I hope you'll agree, the wrong way.

This happens with all Auctioneer Advanced 5.0.PRE.3049 sliders that I tried (including SearchUI), except the "Duration" slider of the Appraiser tab which is ok.
